Thats the f-ing b.s. they fall short to tell you on TV or the letter they sent to your address. Why the *** can they spend billions of dollars on a useless period of war and sending money to other countries rather than help out their own. That's the useless parliament for you.

Yes, dependents will not get the rebate.
If you do not receive full amount of $600 now, later you may get the balance amount when you profile your 2008 return, and you become eligible for the tax rebate.

You are right that the initial letter didn't clarify that dependents are eligible. It did speak that you "may" be eligible, and that the IRS will determine eligibility.
That's how congress wrote the law.
If your parents claimed you as a dependent, then they deserved the $300. They supported you over 50% so they receive a little bit of help.
Also, it be pretty clear that dependents did qualify for the payment.
