Can anyone make clear to me which department is Fiscal Authorit of India?
Is it income charge dept?

It is neither Income charge department nor Customs and Excise department. It is 'Ministry of Finance'. Broadly speaking it is Fiscal Authority for India. 'Reserve Bank of India' also have frequent powers it take steps to control, curb inflation, flow of foreign currency into and out of India. It is independent Body and also give suggestions to Ministry to enact correct law etc. All this information is base on my nonspecific expertise and not experts comments.
