Or does prop. 13 force counties to stick near the unproved price a buyer remunerated for the home? I want to whip a terribly small home equity loan out ($5,000), but it may not be worth it if my excise bill go up 50%.

The good point for import tax purposes is set when the property change hand beneath Prop 13. Tax is base upon that, roughly at more or less 1.25%. Increases are strictly set as resourcefully beneath Prop 13. An appraisal will hold no affect on the taxable pro until the property change hand again.
