When i will receive my PAN card as status shows that it be dispatched on 2nd feb 2008 from Income charge dept.?

If so the address given by you may be wrong, or no one be at the address when the PAN card came to your address. In any defence the PAN card might have gone stern as it could not deliver to you. Contact them and request them to send it again. That is the one and only way.
