Is a Federal Identification Number (tax id) like peas in a pod as a Resale Certificate?

No, an ID # is not indistinguishable as a resale #. You cannot use an ID # as a method of avoiding sales excise.
The resale certificate # is used by businesses that resell consumer commodities to the public. If a company sells directly to the consumer, that company have to collect sales toll and remit it to the state, usually once a month.
