If the student is working full time, it would be notably unlikely that the individual would hold no import tax liability, since even if they're merely making minimum wage they'd be channel over the ceiling for owing taxes. So unless they hold several dependents or markedly big itemized deduction or adjustment, unusual for students, no they could not claim exempt.
