Possibly, but if money is a consideration for family whether to hold more children or not, after they shouldn't really own more. It should be for love and wanting to own more children, not for more money.

These days solitary the 'rich' (where one partner is earn over double the average wage and thus the other can present up work to look after the children) or the poor (who own no job and thus own nil to loose) can afford children.
About the single item that would uplift society to hold more kids is a wage of approx lb25,000 per year per child for 20 years ...
NB. Most working guys enjoy (by now) worked out that if they enjoy kids, and it adjectives go wrong, their partner get the kids, the house, their wages and their income ... this is NOT an incentive for working guys to hold kids ...
I suppose they would but why would you want to stir up relatives to hold more children contained by the first place? Given that the UK have the top rate of pubescent pregnancy contained by Europe - I'm not sure I follow your logic.
I doubt here could be a import tax break big adequate to cover the cost of raise a child, so not potential.
