You are simply referring to ONE council import tax, so it should be "was". Alternatively, council taxes.
PS. Next time put it within the right category, this is Taxes.
Pretty righteous 9/10. I would agree near the other poster as to "was" for "were". The the word "Balance" is spelled wrong and you could use a semi-colon instead of the comma but i.e. not essential!
