Council Tax have zilch to do beside who owns the property. It is with the sole purpose base on who lives within.
It is my caring that a household is single exempt from Council Tax if ALL the (adult) residents are full-time students. It doesn't event whose moniker is on the Council Tax bill, or whose autograph is on the possession - if you are living in that too, Council Tax is payable.
I also presume that the Council is permitted to check the Council Tax files against the Electoral Roll. So if you register to vote, it could flag up near the Council Tax. But equal is promising to be true if you claim any charitable of benefits too.
My guidance would be to register your residence beside the Council Tax department. If at hand is lone one grown, non-student living in the household, you may be eligible for a discount on the bill. If you are on a low income, you may also be entitled to Council Tax Benefit. But you could be in disfavour if they find that you did not register when you should own done.
