If i post an item on ebay and it does not put up for sale can i win my money pay for from ebay for book fees?

No, eBay insertion and list upgrade fees are not refundable. If you relist the item and it sell, afterwards eBay will credit rear legs the insertion tax for the relisted auction. However, if the item does not trade the second time, you will be charged the insertion excise for the relisted auction. Listing upgrade fees (gallery, bold, etc.) are not included in the credit.
