Are parents responsible for kids contractual agreement on the network?

Answers:    Actually parents are the ones who should monitor what their kids are doing online always. If you're beneath 18 you can not be in a binding contract. If you are trying to buy/rent something online that requires a binding contract, you should have a word to your parents about it. The company you want to buy/rent services from can be liable surrounded by many situatins. It's best that you articulate to your parents so it will cause your parents and the company smaller number headaches.
Absolutely not - if a child is underneath the age of majority (19 here), they cannot legally contract for anything!
