Planning regulations for turning a detached garden room into self-contained rental element -UK?

A friend has a large 'garden room' at the support of the house and they are thinking of putting in all the services contained by order to rent it out as a 1-bedroom unit. What consents would be required? Would building regulations be needed as economically as planning consent? It is a separate building to the main home and is just a simple store room. It does enjoy light and heat but evidently no kitchen or toilet facilities. In order to get letting it legal and insurable what consents need to be surrounded by place?
