Home baking business within NY?

Does anyone know and can explain the rules in NY to me about a home baking business? Have you successfully done it? How? Please don't refer me to the NY state dept. of agriculture or the dept. of form. What they say is vague at best and somewhat contradictory. Plus surrounded by the NY state archives of laws that section is missing from the online law.

Answers:    I don't know about New York, but in Mississippi you are unacceptable to sell produced food from a home kitchen. Because the department of health won't clear it. If you move everything into a small building surrounded by your back yard you can though, as long as you seize the proper permits and pass vigour inspection.

You can get passed the home baked goods if you market them for a non profit organization, but if you do it for profit then it's "unlawful"
I'm pretty sure you're going to involve a commercial kitchen and a health permit to do it properly. That would be true in California, anyway.
