Answers: If you have an existing contract that covers utilities unless you can get out of it because of non-performance you may stipulation to wait until the contract expires.
If you have solitary one burner you will need to install 2/3 in decree to cover each unit. You might try to install electric baseboard surrounded by some units and try lowering the temp. However, you may also need to upgrade your electric supply.
If the grease fired burners are old you may need to replace them anyway. The unmarked burners should be natural gas. It is currently about 35% cheaper to use nat gas. This would support pay for the cost of replacing the oil unit.

I'm an owner of an apt which is rented in an apt. house. The cost for heat is divided between the apts by the results of a measuring system fixed on the heaters and managed by a company. Hot and cold marine is divided by number of persons per flat.
I know other examples where the heat cost is distributed corresponding to the surface of the apts.
Anyway, if there is a measuring inhabitants control how much they pay and its in their responsibility.
They discharge a certain amount monthly for water, heat and other services they use and are reimbursed or debited after the year.
? There really isn't a way unless you charge them more rent or you own two separate water heater and two separate grease heater or meters and make them settle up their own.
