My cousin and I are wanting to move to California.
I want to know where on earth are the best places to live..considering...
college.
cost.
apartment.
We are wanting a place close to the shoreline, but not VERYYY expensive.
We don't own a elevated paying charge.

Try Eureka. It is a seaside town within Northern California that have Humbolt University, various 'college town on the coast' affordable apartments, and adjectives the hippies you could ever want.
Just north of the Giant Redwood forest, and College of the Redwoods. It's a great little town.
California is expensive. Try to share a house beside as various relatives as you can stand. And Northern California is much more livable than Southern California, IMO.
As for colleges, I assume you're going to public college? Something "close to the beach" is almost impossibly expensive, next to a couple of exceptions - San Francisco State and Monterey. Bargains!

california is amazingly expensive.especially at the shore. I live contained by San Diego...and shore rentals own two prices (summer price and winter price)...logically summer is MUCH sophisticated.

Cal State Long Beach is at hand, as very well as a ton of community colleges.
Inland around 5 miles east of Long Beach you can rent a one bedroom for in the order of $700-$900 a month. You're not on the marine, but it's roughly 10 min drive
