I asked my cousin. He lives in Mobile, AL but works in New Orleans alot - he is a steel worker and works on the grease tankers.
He LOVES New Orleans (or did) past Katrina. He say it is still REALLY unpromising in that. Even on the 'shore' areas. The modernize or recoil is slow going. He also said even if your neighborhood is rebuild or at lowest 50% rebuild fidning work, school and part medical attention is a 50/50 shot.
