You can buy the domain and hire a contractor, or you can find a contractor that's building a house on speculation, and buy the collection from him when it's done. In this housing flea market, you probably won't find several of those right in a minute, though.
Either instrument, choosing a contractor is a tough work. Interview at least possible 3, and check them out closely. Some will do a great assignment, but some will cut corners everywhere they can to collect a buck.
