Buying rotten plan contained by Bulgaria?

Has anyone else have problems, which are in a minute starting to look dodgy, have bought bad plan surrounded by "up and coming areas "? Are within any self comfort network sites or groups we can swap info on. So far my warning would be- Cut stale your mitt fairly than sign up! Lovely place to holiday as long as you don't own the property.
