Even though this apartment have be contained by your home for over 28 years, you are a unusual tenant and a foreign bash to the lease, so yes, he can incline the rent (I'm surprised he lone raise it $100).

What things would you approaching changed surrounded by the apartment? If nil is wrong near these items, after yes, he can charge you for making these change.
it depends on how long your lease is. he can not revision the price of your rent until the lease is up, and later he have to make available you 30 days written identify. someone be wrong when they told you he could not up the rent when it go into your term, as the years step by it get more expensive for landlords to carry on apartments and it is not special for them to silver the rent price when someone else is moving in (putting their pet name on the lease). suitable luck
He can do it everywhere, except NYC. If you are in NYC I ponder he is set to 5% per year that he can bump up the rent. You should contact the housing authorties in your city to find out the exact amount though, this is lately my recollection.
A lot depends on your lease. Most commonly once the lease is signed the rents won't be raise unless main repairs necessitate to be done. Most landlords will dawdle until your lease is up and should impart you see of the rent man raise. The proprietor have a right to make higher the rent when you signed it. It be a latest lease near a different tenant. Sorry.

Check out your lease for any provisions for repairs. Most small repairs they won't incline your rent. Major repairs that be cause by the tenant can be charged against them. If you enjoy trouble decipher your lease, hail as an attorney for counsel. Good luck.
Because you are in NY, the answer depends on whether the apartment is
a) rent-controlled
b) rent-stabilized
c) neither
