How can you write out an agreement next to your neighbors reguarding fees??

Just purchased a house that has rights to two other houses that uses the economically for river. The merchant told me I should type something up and enjoy the neightbors take-home pay me a levy (maybe 10 bucks a month) to use the in good health and put the money up for possible adjectives maintence. How would I type something up for them to sign?? What if they impose sanctions to money or sign?? Any suggestions would give a hand :) Thanks!
