Why would a hotelier rent an apartment near no lease?
A friend of mine is looking at an apartment, she say the place looks moral, but the innkeeper doesn't want to afford her a lease to sign. To me, this is unbelievably suspicious. Why would a proprietor travel out of his mode to NOT hold his tenant sign a lease?

The proprietor wishes something call a month-to-month agreement. that approach if your friend is no longer a "viable tenant", the innkeeper can remove them from the premises much quicker. I would be concerned however, if the proprietor be asking for first, ending & payment...That is something I would amble away from individually.
So that he can fashion up the rules as he go and see individuals out when he see fit.
Your friends should speak to some of the other tenant and see if within are any red flags.
Some landlords prefer payment as you jump caring of rent (like within hotels) when they enjoy no obligation and do anything they want. I wouldn't rent a place close to that, unless I know the proprietor, or know culture who lived at hand back.
