Um, it encourage or discourages investment. If here's too much investment, a bubble might be forming and it might be better to put on a pedestal the interest rate in a minute to pop it. If nearby's a recession, however, lowering the interest rate can stimulate the cutback.

Well believe it or not the Fed raise or lowering the interest does not affect us standard public, but does enjoy an impact of what company can borrow money at.
To lower interest rates: signals us folks to purchase homes
To increase : signals us folks to not buy homes.
