How outdated do you own to be to live contained by an apartment?

I'm writing a story where on earth a babyish large college girl lives surrounded by an apartment, I be hoping the minimum age to live in an apartment would be 16, but immediately I'm thinking you enjoy to be 18. So what's the traffic? Can you live surrounded by an apartment alone at 16?
