Health Savings Plan?

A few question on ‘health nest egg plans’. Can I use the funds surrounded by these plans to cover my insurance deductibles? Prescriptions? Also, are they available to use for dental procedures or optical frames?

Basically, I don’t fathom out how they work (how do I obtain access to the money), or what they’re for.

Thanks!
