Yes it is... within reality another one will be issued within 2008 for the Olympics. They are expected as commemoratives but they are still legally recognized tender. Check out this site...

I believe shops/etc. don't own an duty to adopt them, so if you want to use it, you will hold to turn to your local dignified street guard and catch them to swap it for up to date officially recognized tender.
