well i only just won an item on ebay and i cant clear because im not verified.and my put somebody through the mill is can i repay next to my brother paypal narrative ?he is verified

You plainly can, and neither the peddler nor eBay will even sense the difference. My brother and I share duplicate eBay sketch, but we hold separate Paypal accounts that we use to foot for our own items. Just net sure your brother know, unsurprisingly. :)
