How can a property be valued at lb0?

I merely have a valuer value my ex-council property. When I spoke to him he said he valued it at lb90,000 around lb14,000 below the flea market importance. Now feedback I am getting is that this be valued at 0. How on floor is this possible? Even if the property is contained by such a impossible state, how can it be valued at 0? Plus in attendance are flats self sold surrounded by the block even if it's not be sold at the true open market merit. I ust don't win it. Advice needed please!

yes to be precise possible it depends on location, if the city is full ,and etc I don`t know that property is valued at that becuz theres a catched to it or something is wrong wit that property and they only want to grasp rid of it
