Halifax shares abet please?

sadly my boyfriends father died in demonstration... my boyfriends mother has started the process of transferring everythin of either 'his' or 'theirs' into only just her name etc and now weve get to the shares with hbos for halifax... they are trying to charge her lb36 pounds to transfer them into her baptize and quite frankly i am discusted they want to charge that much for a simple administration chore especially when she isnt cashing them in yet she only wants them, rightfully in merely her name now.. they enjoy said his father is now deleted and its almost at the final process of bein into simply her name... they sent a breavment pack and want lb36 now for doin this... is this negotioble? i dont want her to settle up it to be honest because she hasnt got alot to her name and its fairly a big amount when taken out of her only income, her weekly pension. are we inside our rights to argue this fee?

Not sure, but it might be stamp duty, which is a government item rather than a profit generator for HBOS
