Bookkeeper won't supply notes?

I volunteer for a non-profit agency. We contracted to make over bookkeepers because this one is tremendously uncooperative and slow. She will not distribute us our information, so we are held hostage. What is our recourse? Is near an ethical code that bookkeepers should follow?

The books and library the bookkeeper worked on belong to the agency, not to her. It is criminal to hold on to things which don't belong to her. Threaten to report her to the police and if she still doesn't return paperwork, do it. If she be allowed to toy with money, clear sure zilch is stolen or lost formerly you permit her walk.
