Is a project to be exact on the dot and on budget a successful project? Why or why not? How do we determine that a project is successful?

Answers:
The company I work for have 3 guidelines to a sucessful project. On time, On target, and Under budget.

On time: The chore is done on or previously the programmed deadline.

On Target: The career is done as the drawings said it should be (You could own a building lower than budget and prompt, but if its 20' to the right, you enjoy a problem)

Under Budget: Sure 'On budget' is worthy, but the company will be more sucessful if they are continually making more money consequently the brief is estimated at.

So to answer your cross-question, you stipulation to affix 'On Target' and also stay Under budget to deem a brief sucessful.
on-time and on-budget sounds great, but they don't speak to whether or not the project have achieve any results

I would enunciate a project is successful when it accomplish something adjectives, even if it may enjoy be delayed or over-budget, results speak for them selves.
