Answers: No there isn't. A company can draw on who they want as long as they're not discriminating between the available candidates on the cause of race, masculinity, etc. However a publically-funded body has persuaded legal responsibilities something like accountability to deal near, meaning that if they are looking for external candidate then they must spawn sure everyone has an equal opportunity to see the see and apply, and also meaning that they are barred to solicit applications (ie ask someone to apply who they already know about) or provide extra info to some candidates versus the others.
