Hotel: Is it a serious wrongdoing by a Front Office Mgr. to intentionally treat a guest inadequately?

Let's read out a guest slighted the Mgr. Therefore, the Mgr. changed the guest's room preferences w/o the guest's erudition, withheld journalists, and give the guest bleak rooms. Is that a serious offense at a category 4 sizeable franchise hotel? How serious?
