Where can I buy 15 - 20,000 plastic sheep?

For a viral marketing campaign. I inevitability to get hold of 15 -20,000 plastic sheep. They enjoy to be about 3cm long and 1.5 cm big. Ideally they would have a website address printed on the side. If not I would attatch a stub with like info printed on. They have to look approaching generic sheep, nothing fancy. These would not be sold and as a result must be as affordable as possible.

I own contacted various suppliers world wide-ranging. Does anyone know anyone who could do this specifically? Or where is the best place to look..
