a relailer is allowed to enjoy an item on public sale short showing a price, but it is collectively considered impossible practice.
the retailer is displaying the item as a 'treat to buy' - ie you hold to ask him the price, and even if you enjoy the amount he desires for it and want to buy it, he does not enjoy to go you that item.
