does that mean that it is bullish or bearish please example surrounded by detail. thank you

It does not mean either to me. I believe looking at short interest is better at predicting volatility of the stock than at predicting if the stock will stir up or down. The higher the short percent of float, the more volatile the stock is likely to be.
Some other ethnic group believe a high short percent of float is bullish since people who sold short hold to cover their short positions sometime in the future.
Some other populace believe a high short percent of float is bearish since it indicates a lot of citizens are expecting the stock price to go down.
