Usually, any bank or stock brokerage firms use IPO as an incentive method for their profitable (or big) clients, because one can buy IPO at an offering price, while one can resell it to the open market price which is usually highly developed than the offering price to build a profit. For a hot IPO, unless you are a big client or hold a better relation near the offering firms; otherwise, your priority of getting IPO is pretty low.
