Worth the risk? Home surrounded by CBRA zone but 11 ft above marine stratum.?

The house I'm considering purchasing is 11 feet above sea even, it's certified as "no flood insurance required" and has a less than 1% casual of flooding every 30 years (Flood Zone X). You think it's worth it?

It is however in a CBRA zone so it can not acquire national flood insurance. Private insurance costs $700/month which I cannot afford.

It's located in Destin, FL (panhandle)
