Does the state of Idaho pay packet Medicare insurance premiums?

The Social Security Administration has sent out a letter dated March 24, 2008, that states that the state of Idaho will no longer take-home pay Medicare insurance premiums, so the Social Security Administration is now deducting secondary money from its award to a person, to cover what the state of Idaho will no longer cover. How does all that work?
