He is be the chief originator/researcher of "behavior base sanctuary. "Behavior base safety" refers to a huge band of programs which focus almost entirely on shifting the behavior of workers to prevent job injuries and illnesses. The programs are base on the false claim that the overwhelming majority of injuries and illnesses are the result of "unsafe acts" by workers.
Although "behavior base safety" is one promoted as a modem concept, it originate beside the work of H. W. Heinrich at the Travelers Insurance Company in the 1930's and 1940's. Heinrich conducted "research" on thousands of insurance and injury/illness reports written by corporate supervisors. The reports blamed the workers, so-called "man failure" in the patois of the time, for 73% of the accident. Heinrich revised this amount upwards to verbs that 88% of industrial accident could be blamed on workers.
Heinrich claimed that accident result from "undesirable traits of individuality ... passed along through inheritance" and the condemn of workers who commit unsafe act. Management-side sanctuary professionals hold base their work on Heinrich's inaccurate theories ever since.
