Is motherliness / robustness insurance worth buying in mortgage, living in a foreign country but want to hold newborn within the US.?

My sister is working out of the country, but desires to hold newborn here within Texas, US. Is it worth buying form insurance beside or lacking parenthood coverage surrounded by mortgage? She is not currently pregnant. I get different quotes from agents/ Insurance companies.
