If i hold credit card debt will it be frozen to return with a student loan?

I want to go back to university but i have no job or no money i hold 6 credit cards 3 of which are over the limit more than a 100 dollars can i still get approved for a student loan or is is better to seize a job asap and try to get those cards beneath the limit and then try!
