She can apply for the Citibank card. It's not a problem to own two cards from like issuer.
As to whether or not she will be official, it depends on her credit mark, and income.
But, it doesn't hurt (much) to apply. (it will lower her credit rack up by 5 points to put the application in for the hot card).
I hope that help

Previous to their 2005 acquistion of Providian, Washington Mutual Bank have no credit card business.
Also prudence to explain why if Citibank bought WaMu in 2003, WaMu would buy Providian in 2005? They wouldn't, Citibank would own bought Providian directly
Washington Mutual is related to Providian not Citibank! Most bank will tolerate you own more than one row of credit as long as they are different from one another. For example, one is a rewards card and another regular flash of credit. Your wife will return with the second credit card issued to her as long as she talk the credit requirements of that finicky credit institution.

Citi purchased WaMu surrounded by 2004 (and back WaMu branded credit cards).
WaMu purchased Providian within 2005.
