Reverse charges on Visa Debit Card...?
What is the time check for a card issuer to be capable of reverse charges? A friend didn't receive a product he ordered and pre-paid by Visa Debit Card. After almost 12 months, he tried to go and get the credit coalition to reverse the charge, but the credit federation said too much time have passed. Is that right?
