Actually it is neither of those. It is from the date of the later delinquency(which is different than ending activity). So if you have a transfer of funds due on 7/2007 but has-been to clear it, after 7/2007 is when the 7 years starts.
If you form a transfer of funds at anytime during the 7 years, unless you compensate it rotten, that resets the counter again. So if you produce a money on 10/2007, but go wrong to formulate one on 11/2007 later 11/2007 is your clean delinquency date.
