I own an outstanding tuition debt near my college.

I received a communiqu¨¦ from an attorney. The content of the communication is no different from the ones that collections agency sends.

The dispatch said something close to the trustee of my conservatory have forwarded my inability to compensate the tuition to the attorney's bureau (because attempts by a collections agency be unsuccessful)

But I be wondering, be he appointed by a collections agency? Or, be he directly appointed by my university?

Generally speaking, does a collections agency forward its cases to an attorney when the agency is unsuccessful?

I am wondering if I should write to my arts school's trustee and show my eagerness to work out, or if I should write to the attorney instead.
