Attorney collecting debt?

The lawoffice states they enjoy be retained by Third Party collector to collect debt. I did some intense research. My result. The owner of the statute firm is the owner of the Collection Agency. Is this ethical? I checked next to notary. The collection agency is not bonded to collect within New Jersey.
