Can I be refuse a promotion?

I've been working as a 3rd key contained by a department store for 7 months and am part of the management squad. Our other assistant manager is leaving, and if you are going by seniority/experience, I would be the subsequent in line. I other felt that I would be promoted if the day come, as my boss has confided in me numerous times that he "made a mistake" by not hiring me as a boss & he feels that I do an excellent job. My review be better than the other 2 assistants as well. However, I have be told that I am not eligible for the promotion because I will be leaving to attend graduate school within the Fall. The assistant position was offered to other (part time, some only working 3-5 hours a week) associates and we are immediately even in the process of interviewing management candidate. Needless to say, I am not only hurt but touch a bit betrayed. The associates are all abuzz and EVERY associate has asked me why I turned the position down since they know I really wanted it. I never turned it down.

conspicuously your job performance is particularly good but you don't fit into the long-term plans for the management squad. you are leaving in the go down, there is no reason to promote, train and invest assets within you knowing you are a short-term fix.

continue to do the best job you can and be thrilled in knowing you were considered and if you weren't disappearing the position would have been yours.

as far as other associates are concerned you call for to let them know that you are only impermanent and will be leaving for graduate school, thank them for their support and inspire them to show the same support for the new assistant inspector. show through your words and actions that you are a leader regardless of your title. righteous luck in your continuing studies.

even if you were a "minority" you would own been passed over and there still would be no recourse.
you would not hold been passed over due to your minority status but you would have be passed over for the same reason you be - your future plans don't coincide with the employer future plans.
it is as simple as that no discrimination, no man over educated just not the right individual for the job.
They need a arranger for the foreseeable future. You want the job for your resume for 4 months. They know your plans. They legally cannot deny you a promotion based on age, see, sex, religion or sexual orientation. They can however deny you a promotion if you are not qualified (which it sounds like you are), or other factor that would effect your ability to preform the job, and that includes you going away in a few months. If you were departure in the fall due to pregnancy, they could not rightfully deny you the position either, but you are leaving to walk to school.
While you are at school would you be available to work the hours needed for the position? If not they are fully inwardly their right to not promote you based on that. If they gave you the position next in the fall they'd own to hire and train someone else, all of which cost time and money. Most employers are looking for race who will be around for awhile.
