I applied for a opening I am qualified for. When I ring up rear do I ask for HR or the chief of that department??

I am importantly qualified for the mission and I hold 3 years expierience within this same position at our states busiest hospital. Do I ask for the Human Resources department or the overseer of the department within which I applied. Would they be wacky if I bypassed their HR dept??

Ask for whomever you submitted your resume/application to. Many department manager don't want to articulate to applicants until the HR Dept. have filter out lone the qualified associates specific to the department's needs--which may parsimonious that the supervisor have his/her own criteria of what he/she is looking for (which probably isn't included in the brief description and/or ad). Going straight to the commissioner could catch you instantly disqualified because most institutions want to hire those who will follow the rules and regulations, not loose cannon who own the potential of disrupting the routines. If you know the commissioner or enjoy someone who can connect you directly to him/her, afterwards ok (because after the counterbalance falls on the examiner for bypassing HR).
