I found oodles of those who aren’t competent to read, CAN READ NUMBERS! Many of them are also competent to count. I don’t know whether or not they can write-down the numbers.
THE ONLY thought I hold is one poster divided into four [4] visuals:
1] A stick digit looking at a book, scratch its team leader, next to a puzzled look on its facade [like a sideways "s" or "z";
2] THEN a pointing, curling finger [with those little lines], beckon the human being looking at the poster to come closer.
3] THEN the finger points to a phone number. Under that number are two stick data: one schooling that soul to read.
4] THE LAST panel show that first stick digit reading a book and smiling.
