Is a cover communiqu¨¦ indispensable? - more details...?

The mission is roughly in like department inwardly my current company (it falls lower than impossible to tell apart VP). The organizer who is hiring is someone who sits in on a date that I attend every month, so he does know who I am.

Should I include a cover message beside my resume when I instinctively deliver it to him tomorrow?

Part of me say that since it's programmed surrounded by the opening posting that I should.

The other chunk of me say that by including a cover communication it take away some of the individuality of my application (i.e. appendage deliver, previous working relationship) and make it smaller amount personal.
